Non-rtb 4th wave C termination point
Tom- I know the "c" of an RTB 4th can "fail" (i.e. not terminate lower than the a wave in a bull market). Does the same hold true for the c wave of a NON-RTB 4th, or does it have to end lower than the a wave (again, in a bull market).

The Non-RTB 4th's C wave needs to set new territory or it would be an actual failed wave. The scenario you mention for an RTB 4th's C wave is not a failed wave due to no requirement that it set new territory in the C wave.
